Reform is a powerful measure to promote the development of state-owned enterprises, but judging from the situation of supervision and discipline enforcement in recent years, some leaders of state-owned enterprises have exploited loopholes in the system and supervision, turning the restructuring of state-owned enterprises into an opportunity to embezzle and carve up state-owned assets, seeking huge benefits for individuals and causing serious losses to the country. Zou Jie, the former general manager of Jinzhou Taoyuan Food Company, and Fang Hong, the former legal representative of Jinzhou Food Company, are the "borers" of state-owned enterprises that have been dug up ".
Jinzhou Food Company is a state-owned enterprise owned by the whole people. In April 2003, the seafood company under the company was restructured to establish Jinzhou Taoyuan Food Group Co., Ltd. (private enterprise). After the restructuring, Zou Jie, in order to get rid of the management burden, instructed Fang Hong to sell the residential property rights of 83 former employees to private properties, infringing on the housing reform rights of state-owned enterprise employees. From 2003 to 2010, Zou Jie and Fang Hong, together with relevant public officials and intermediary companies, continuously encroached on and embezzled the state-owned property of the municipal food company by breaking up the whole into parts, and were suspected of jointly embezzling more than 1400 million yuan in the process of enterprise restructuring. In November 2020, the two retired people were expelled from the party and transferred to the procuratorial organ for examination and prosecution.
The successful settlement of the Zou Jie and Fang Hong cases not only uncovered the "moths" that rely on enterprises to eat enterprises and harm public and private interests, but also cooperated with relevant government departments to recover two plots of land totaling 83.9 mu and 36 properties. In this case, Zou Jie and Fang Hong maliciously colluded with relevant personnel and bid around the bid to auction the creditor's rights package of the municipal food company to Taoyuan Food Company at a transaction price far lower than the market price. They also took the land use right, old cold storage, slaughter building and some important machinery and equipment of the food company as their own through court enforcement by means of illegal mortgage, evaluation and auction. These problems were not discovered until many years later, exposing the weak supervision of state-owned assets.
The problem of corruption in the restructuring of state-owned enterprises deeply reflects the shortcomings of the party's leadership, party building, and comprehensive and strict governance of the party in state-owned enterprises. The Jinzhou Municipal Commission for Discipline Inspection took the opportunity to investigate and deal with the Zou Jie and Fang Hong cases to assist the Jinzhou Municipal Party Committee to conduct inspections of 12 municipal state-owned enterprises, consolidate the main responsibility of the enterprise party organization to manage the party, and strengthen the supervision of key positions and important personnel, especially the top leaders. Manage, improve the "three important and one large" decision-making supervision mechanism, and further promote the high-quality development of state-owned enterprises on the basis of state-owned enterprises.
